Revert "[exo][wayland] Enable idle inhibitor by default." This reverts commit 055b5661ac898b5ad2dbafa792f9d83e7e27a469. Reason for revert: The feature enabled by this change breaks the expected wake lock behavior. Reverting will fix the behavior by disabling the feature. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
