[iOS] Create new Set Up List items for the FRE

This CL:
 * Creates two new Set Up List items: Dock Chrome and Address Bar
 * When feature `kSetUpListInFirstRun` is enabled, shows the Set Up List
   in the FRE (and beyond) with the new items.

Test cases will be added once the items' interaction handling logic
is fully added as well.
