ui: Introduce PlatformEventAndroid and refactor key event handling This commit introduces `ui::PlatformEventAndroid` as the concrete type for `ui::PlatformEvent` on Android. This change aims to unify how native events are handled across different platforms by leveraging the `PlatformEvent` abstraction. This is a first step towards a more consistent event handling architecture within Chrome for Android. Most events_android.cc implementations are copied from events_stub.cc to return zero values. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
