Reland "Rename features::kInProcessNetworkService" This is a reland of commit d1add7b8bfe241b00f0046a2e98bfee718666e3e The original CL[1] had a conflict with another CL[2]. [2] added a chrome flag, and [1] renamed the feature name, so we should have a new entry in enums.xml. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
