[AW] Add ability to specify profiles at startup Apps pay the cost of creating the default profile all the time, even if they are not going to use it as they can initialize a different profile and set it on WebView using the TAG name workaround. This CL adds the ability to initialize a set of profiles during startup and makes the default profile lazily initialized so apps only pay the default profile init cost if they need it. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
