[Android] Clean a.emulator_12l.chrome_public_unit_test_apk.filter

Also android.emulator_12.chrome_public_unit_test_apk.filter which only
has one entry.

Convert to @DisableIfs and clean up tests that don't exist anymore.

I suspect these are passing because they work on the landscape bot,
but Test Reviver will give us more confidence.
