desktop-pwas: Implement Protocol Handling Origin Trial This CL updates the Blink side Runtime Enabled Feature (REF) flag "ParseUrlProtocolHandler" for use in an origin trial by making its status "experimental". This also makes the availability of the feature an "or" of the REF and the pre-existing chrome://flags/#enable-desktop-pwas-protocol-handling flag by governing whether the manifest parser sees the "protocol_handlers" field or not. If either flag is enabled the browser will receive the "protocol_handlers" field and act as if it's enabled. If both flags are disabled the "protocol_handlers" field will not be parsed. A future CL will add the ability for the "protocol_handlers" of an app to be updated based on the change of these values (e.g.: if the origin trial token expires). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
