Create PWA Install callback This CL creates the callback associated with the PWA Install page actions. As seen in [1], the callback for this page action is defined in the OnExecute method [2] since the current implementation uses no CommandId. This is a first step in the migration of that page action. On a follow-up CL, the callback will be used to create an ActionItem in browser_actions [3]. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
