[fuchsia] Send accessibility node deletions as batches.

Fixes an issue in which node deletion lists are allowed to grow without
bounds, potentially resulting in lists so large that they exceed the
limits allowed by the FIDL protocol.

Refactor batching logic as a templated function BatchApply() and
replace update logic with a call to it.

Test: browsertests pass, manual test on Wikipedia page that repros bug

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
