This is a reland of 264654a0749006cc756035d9ec444d0afeebf36a The CL was reverted speculatively in https://crrev.com/c/2095733 to get the tree green. The compilation errors leading to tree closure did not seem related to the files changed in this CL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
