Remove unnecessary QueryInterface to IDCompositionDesktopDevice

With the move to IDCompositionDevice3, QIs IDCompositionDesktopDevice
will always succeed. We can perform the QI once in the constructor of
SwapChainPresenter instead of every time the surface handle changes
like we had previously.
