[TabGroupsModule] Filter out the active tab group from module.

If the NTP belongs to a tab group, that group should not be displayed in
the tab groups module.

If the NTP belongs to the only tab group available, the module should
not be shown at all--neither the tab group card nor the zero-state card
should appear.
