Explicitly specify output files for make_all_file_types_protobuf

Right now, we specify an output directory in GN. This causes problems
with cleandead if this target becomes unused (see dependent
CL). cleandead expects the outputs to be a list of files. By adding
version computation to push_file_type_proto.py, we can copy files to the
appropriate directory in the GCS bucket while also having the known
paths on disk.
