[CAS] Make SignalsService and SignalsDecorators Asynchronous - Makes the SignalsService::CollectSignals function asynchronous (returns via a callback), - Does the same thing with SignalsDecorator interface, - Collect DeviceInfoFetcher information on a ThreadPool thread in BrowserSignalsDecorator. - On Linux, that reads information from files. Because of the IO, it has to run somewhere other than the main thread. - Updates unit tests. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
