Revert "Add NoInterrupt to DisableSwapUntilResize() IPC" This reverts commit bf9a037bced1eaa4d7ebfc1dafdb23617bea52c3. Reason for revert: This is causing deadlock/hangs in https://crbug.com/1217636. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
