Show memory savings in high efficiency dialog If we can get memory savings from the backend, use a message that includes those savings inside the high efficiency dialog. This is implemented as two paragraphs right now because the dialog does not support links and placeholders but this will be updated to be a single paragraph in a subsequent CL. I've included the messages for both versions so they can be localized in time for the release. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
