Cleanup setting of transform and origin for svg children This patch is a cleanup of how TransformNode transform_and_origin state is set for SVG children. Instead of using functions that set the state, we can just use simple functions to compute the state. This will simplify future work to fast-path svg transform updates. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
