CSC status indicator UI element in TabSharingInfoBar Added a the UI element for a status indicator for Captured Surface Control (CSC) in TabSharingInfoBar behind the CscStickyPermissions feature flag. The logic for when the indicator is visible and the code to open the permissions dialog when it is clicked will be added in follow-up CLs. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
