BASE_FEATURE_PARAM: Apply to the blink features, part 9

Use BASE_{DECLARE_}FEATURE_PARAM macros for the V8 Crowdsourced
Compile hints, the User-Agent reductions, the render blocking
fonts optimization, and the Shared Storage feature params.

This removes some of their unused params, and also changes
the param type to newly introduced `size_t` if existing code
expect the type behind a cast from `int`.
