[FedCM] Improve newly logged in UI Currently, we show a single returning account in the newly logged in UI. We show a back button to the other newly logged in accounts, if there is more than one. This CL changes the behavior so that we show all of the newly logged in accounts in the initial UI (which can be one or more than one), and the back button shows all options. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
