Rewrite SetConfiguration tests to avoid manual replies Rewriting the tests to avoid using EXECUTE_SCRIPT_USE_MANUAL_REPLY forces them to use promises, which systematically prevents bugs due double-sends via domAutomationController.send, and also tends to make the control flow of the JS simpler to follow. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
