docs: update shepherding docs about Sev-3 bug handling Specifically, after 30 days, Sev-3 bugs: * Are automatically made visible to all project members, not just the security team * May be unowned and the default priority of all Sev-3 bugs is changed to Pri-3 from Pri-2. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
