[M103][UPM] Report errors for PasswordStoreBackend modifying operations Change the PasswordStoreBackend interface definition to explicitly report error instead of empty response for the following methods: - AddLoginAsync - UpdateLoginAsync - RemoveLoginAsync - RemoveLoginsByURLAndTimeAsync - RemoveLoginsCreatedBetweenAsync This is needed to notify the backend callers on the occurred error. Errors occurred in the Android-specific GMS backend will be used to retry the operation on the local backend. This also disables error resolution intent launch as this should be handled by the callers. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
