[lensoverlay] Show toast when text is not found at link. This adds a function to the LensSidePanelPage to show a toast with a message provided in the side panel. This is currently used to show a toast when the text finder could not find the text in the tab but it is the same URL as what was clicked in the side panel. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
