[Signin][Histograms] Refactor Signin.InterceptResult histograms structure

"Signin.InterceptResult" histogram family had the histogram suffixes
format, which grew large and could create confusion on how to add
new values.

Modernize the approach by using patterned histograms instead.

Pro:
- Better/clearer split and easier to enrich when needed.

Con:
- Patterened approach do not have a way to filter out combinations
when using a two layered pattern.
- Some duplicated histograms content, even though there is some
difference in the end result of the histograms.

Having a separate histogram structure for
"Signin.InterceptResult.ChromeSignin{State}" is useful as there is a
possibility that we will enrich this part more with the Uno project.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
