Modify the method of cookie access in the RenderFrameHost test

Modify the RenderFrameHost cookie error report generation end to end
test to use a new test html file that doesn't load extra JavaScript
and generate any additional and unnecessary reports. Previous CL with the RenderFrameHost end to end test: crrev.com/c/5754205.
