[InputVizard] Add histograms for tracking InputVizard coverage When InputOnViz is supported we transfer input from Browser to Viz on touch down, but there are cases where touch transfer is not requested or fails. We would like to add a histogram to track these cases to help prioritize work for increasing coverage and finding any anomalies in field. NO_IFTTT=The lint rule is being added in this change itself. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
