Make AccessibilityNotificationWaiter::WaitForNotification return a bool. Without this it's impossible to tell if the waiter timed out or if it actually received the expected event. This leads to confusing test failures in timeouts. Follow-up CLs will split and land https://crrev.com/c/3670314 to make it [[ nodiscard ]] and set expectations at all call sites. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
