cr23: Update omnibox content settings icons. The CL hooks up the cr23 icons for content settings. This CL adds new icons where necessary (using the 20px size). This CL leaves the blocked redirect icon unchanged since there is no clear cr23 icon at the moment. Test: Navigate to permission.site. Click on all the permissions. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
