VTonNav: Null-check frame when parsing the opt-in. We can get into a situation where the meta tag is parsed in a context that doesn't have a dom window (as the test shows). This adds a null check for that. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
