Extract DeviceLocalAccount concept into a directory in chromeos The device local account concept used in ChromeOS is now moved into //chromeos with isolating from other parts of policy. This directory is designed to be very simple to provide the types and some additional metadata, to be shared across related parts of chromeos systems in the repository. Thus, any complex policy handling must live outside. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
