Add trace counters for the number of pending tasks in network scheduler This CL adds `TRACE_COUNTER` to track the number of pending tasks in the Default and High priority queues of the network task scheduler. This allows for visualizing the queue lengths in Perfetto, which will help in diagnosing potential scheduling issues. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
