Modify caret horizontal boundary behaviour for ChromeOS web content. The caret behaviour on ChromeOS is currently quite jumpy, especially at the top and bottom of a textfield. The caret behaviour on Android seems less jumpy, so tentatively change the ChromeOS blink::EditingBehavior ShouldMoveCaretToHorizontalBoundaryWhenPastTopOrBottom to match the Android behavior (if the TouchTextEditingRedesign flag is enabled). This is mainly to allow UX to test for now. May end up keeping or reverting this depending on what UX thinks of the change. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
