[Compare] Hide table list during error state and fix table transitions

This patch fixes an issue where the comparison table list would appear
during error states (not signed in, not syncing, etc.) or when an empty
table was loaded. It also fixes some edge cases for table transitions:
- Removing the last URL from a table to enter the empty state.
- Loading an empty table from the comparison table list.
