Re-enable flaky test WebBluetoothPolicyTest.Block on most platforms. This test appears to be flaky on mac11-arm64-rel. Out of 1000 runs, it timed out 4 times: https://bit.ly/375A6HJ No failures were noticed on other platforms, so the test is being re-enabled on all platforms except ARM64 Mac. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
