Remove skylab deps filter for Ash builders The filter blocks us from running Crosier tests. Removing it to unblock the project. This would increase the compressed file on gcs. But it should not affect the files deployed to DUT, since we moved deployment to chromite. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
