Do not lint deleted files This is causing a lint error on Windows when there are renames. A more complete fix is to lint all files when committing, as some lint errors can leak in if we only lint changed or new files. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
