ios: Run ios_web_shell on devices with PA-E enabled. Use the shared_bundle_id_for_test_apps bundle id rather than getting a special entitlement just for the web shell bundle id. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
