[skyvault] Initialize only after prefs are ready Modifies the LocalFilesMigrationManager initialization to wait for the preferences initialization. Otherwise, prefs might get reset since it might seem that the policy prefs will indicate that local files are allowed and migration policy isn't set. This is problematic because some of those prefs should keep the status over sessions and only be reset if the policies actually change. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
