[AF] UPI cleanup CL 5/5

This CL is final cleanup to remove remnants of the UPI local save
project. It catches things that were not part of the original three CLs,
as well as references mentioned in https://crrev.com/c/4803346.

I intentionally left in functionality that's still being used, such as
crowdsourcing, form parsing, the SubmittedValuePatterns metric, etc.

I looked as well as I could otherwise, though it's hard to find
references to "upi" when "deduping", "SetUpIban", "PopupItemId", etc.
are all matching hits among many other examples. :)
