[ios] Stop saving/restoring PageDisplayState

This was used to serialize the zoom level and scroll position of a
page when saving the session, however, this is only used when the
feature kRestoreSessionFromCache is disabled or when running on a
version of iOS older than 15.0.

kRestoreSessionFromCache is launched at 100% since M-100 and the
deployment target has been bumped in https://crrev.com/c/4381944
to iOS 15.0+, this means that this is only used when the WebKit
sessionState cannot be saved or is too large to be saved. It is
not deemed worth keeping the code for those unlikely scenarios.

This is part of a multi-CL change:

Logo Chromium

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

Learn how to Get Around the Chromium Source Code Directory Structure .

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
