[iOS] Migrate fill.js util functions to separate file This CL is a no-op. The purpose of this CL is to split fill.js into smaller pieces so that they can be converted to TypeScript independently in follow-up CLs. There will be additional future CLs that will continue to partition sections of fill.js into separate files. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
