reclient_cfgs: remove unused nacl configs

Untracked files:
(use "git add <file>..." to include in what will be committed)
buildtools/reclient_cfgs/nacl/rewrapper_mac.cfg
buildtools/reclient_cfgs/nacl/rewrapper_windows.cfg
buildtools/reclient_cfgs/nacl/win-cross/
These files were provided reclient_cfgs cipd for nacl,
but we don't need them now (no nacl usage for mac and windows)

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
