[functions] Support default values for parameters If one or more trailing arguments are omitted, they can now gain a default value instead. Note that it's allowed (parse-time) to specify a parameter without a default following one *with* a default. This is a bit weird, so I've opened Issue 389974127 to see if we should change this. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
