infra: Make the linux dbg 32-bit builder non-tree-closing The underlying GCE image is borked. It's gonna take time to rollout the fix. So mark this as non-tree-closing in the meantime so the sheriff's don't have to constantly be re-opening the tree. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
