[omnibox] Route OpenMatch calls to model and eliminate views equivalent This CL moves toward a unified match-taking mechanism with all calls to OpenMatch coming directly through the OmniboxEditModel instead of through various other channels including the view and separate action- taking calls. It eliminates some methods and makes some private, reducing API surface and simplifying overall code structure. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
