Reland "Reduce extension download retry backoff while Kiosk is launching"

This is a reland of commit f3ba5cf398cc85d5c31fda660e97b9cce1bc31a7

The issue with MinimumVersionKioskAutoLoginTest.AllowAutoLaunch has been
fixed by preventing Kiosk splash screen from closing upon Kiosk launch
failure. The reduced retry backoff is not enough for MSan build variant
to fully setup OobeUI.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
