Added recordFeedback API to GlicBrowserHostJournal The purpose of this API is to record a listnr feedback with a snapshot of the journal included. This API is planned to be triggered whenever a response is rated and will include the reason (if applicable). Note: The now duplicated `GlicWebClientHandler::SendResponseFeedback` is kept until the new API is called from the client. This is mainly because the feature is being actively tested. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
