[3CSC] [VCN] Add Multi Option Card Unmask Auth Dialog This CL implements the view for the multi option card unmask auth dialog as a part of the 3CSC project for Virtual Cards (Mock: https://screenshot.googleplex.com/9ofe4rbnk8SXwG9.png). This view is shown when Payments server provides more than one challenge option to the user. Currently, only SMS OTP is supported for VCNs. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
