[3CSC] [VCN] Add Multi Option Card Unmask Auth Dialog

This CL implements the view for the multi option card unmask auth dialog as a part of the 3CSC project for Virtual Cards (Mock: https://screenshot.googleplex.com/9ofe4rbnk8SXwG9.png). This view is shown when Payments server provides more than one challenge option to the user. Currently, only SMS OTP is supported for VCNs.

Implementation Screenshot (10/18/22): https://screenshot.googleplex.com/46qW5xaRzxYfuJP.png

Video with working buttons (10/26/22): https://screencast.googleplex.com/cast/NTMxMjQwMDI0MTcyMTM0NHxjZGRhZTlkMS1hYw

Note: This code is feature protected on server-side. This means only one challenge option will be shown and code in this CL will not be live.

Logo Chromium

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

Learn how to Get Around the Chromium Source Code Directory Structure .

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
