[omnibox] Check `ShouldRunProvider()` for chrome://omnibox The debug page would show results from providers that weren't running. E.g., if you typed '@history query', you would see the most recent search suggestions (matching '@history'). This was a bit confusing and cluttered the debug page. Also replaces some traditional `for(i)` loops with range `for(v : a)`. Also re-orders autocomplete_controller.cc definitions to be consistent with their header declarations. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
